WEST CHESTER, PA — The Chester County Health Department reported multiple food safety violations following restaurant and food facility inspections conducted on Thursday across the county.
Inspectors cited several establishments for violations involving food temperature control, sanitation practices and equipment maintenance, according to inspection reports.
At Hougar Farms Retail Center, 819 Pughtown Road in Spring City, inspectors found dairy products, cheese and eggs stored at 48°F in a refrigerator instead of the required 41°F or below. Inspectors ordered all temperature-controlled foods in the unit to be discarded.
Liberty Union Bar and Grill, 325 Simpson Drive in Chester Springs, received multiple violations including improper food temperature control and sanitation issues.
Inspectors reported cole slaw and pickled onions were held at 48°F in an expo station rather than 41°F or below.
The facility was also cited for a missing sanitizer test kit, a non-self-closing employee restroom door and a menu that did not clearly identify foods served raw or undercooked.
Additional violations included a dirty ice machine, reuse of plastic fish containers not approved for reuse, equipment condensation issues and missing paper towel dispensers.
Several violations at Liberty Union must be corrected within seven days, while structural repairs must be completed within 10 days, according to the report.
At Marchwood 3 LLC, 3 Marchwood Road in Exton, inspectors cited the facility for unlabeled condiment bottles, lack of date marking on ready-to-eat foods and improper sanitizer levels in a dishwasher.
Inspectors also reported grease accumulation on an outdoor waste oil container and sanitation concerns including dirty equipment surfaces and kitchen areas requiring cleaning.
Smoothie King, 1011 West Chester Pike in West Chester, was cited for multiple violations including lack of a Chester County Certified Food Manager and inadequate food safety knowledge by the person in charge.
Inspectors also reported sanitation problems involving food contact surfaces, blocked handwashing sinks and fruit fly activity in food preparation areas.
A follow-up inspection at ShopRite of West Chester, 1115 West Chester Pike, found the store’s high-temperature dishwasher remained out of service.
Inspectors said repairs are pending while replacement parts are on order.

- Patisserie Lola, Kennett Square;
- Raku Hibachi & Sushi Inc., Parkesburg (follow-up);
- Sacred Heart Church, Oxford;
- Soltane Cafe, Phoenixville;
- Spring Ford Youth Athletic League, Spring City.
Health officials noted that inspections represent conditions observed at the time of inspection and may not reflect a facility’s long-term sanitation status.
The health department said residents who observe unsanitary conditions at food facilities can submit a complaint through the county’s Environmental Health Complaint system or contact the department directly.
