HARRISBURG, PA — The Pennsylvania House of Representatives has unanimously passed House Bill 968, a bipartisan initiative designed to ease access to hunting and fishing licenses for active-duty military members and disabled veterans. Sponsored by State Rep. Chris Pielli, D-Chester, the legislation would authorize the state attorney general to establish reciprocal agreements with other states to mutually recognize lawfully issued licenses for these groups.
“Veterans have served all of the United States, not just one state. Their ability to enjoy the great outdoors should be enjoyed nationally with as little hindrance as possible,” said Pielli, who is also an Army veteran.
The bill is aimed at reducing barriers for military and veteran anglers and hunters. By lowering costs, H.B. 968 seeks to encourage outdoor activities that have both recreational and therapeutic value. Pielli noted that the measure could result in increased travel and tourism revenue for Pennsylvania, with military sportsmen spending more in-state on travel, accommodations, and equipment. The bill has garnered the full endorsement of the Pennsylvania Federation of Sportsmen’s Clubs.
“The cost savings to our valued active-duty military and disabled-veteran anglers and hunters would allow for more travel and increased opportunities to fish and hunt. It will help to attract more travel to the commonwealth from nonresident military sportsmen, resulting in a boost to our economy through the spending of additional sportsmen’s dollars here,” Pielli said.
H.B. 968 also emphasizes the mental health benefits of outdoor recreation for veterans, particularly those managing post-traumatic stress disorder (PTSD). “As the move toward therapeutic fishing and hunting for veterans suffering from post-traumatic stress disorder gains steam, I think now is the perfect time to revive the support this legislation received in the past,” Pielli added.
The bill now moves to the state Senate for further consideration. If enacted, it could provide a significant step toward improving the quality of life for veterans and service members while boosting Pennsylvania’s economy.
