PAOLI, PA – State Rep. Melissa Shusterman, D-Chester, announced plans to introduce legislation that would restructure how Pennsylvania collects and allocates state tax revenues.
The proposal would divide the Commonwealth into three economic categories, with each retaining the tax dollars it generates to fund schools, public safety, health care facilities, parks, roads, and other essential services.
Shusterman argued the current system does not provide sufficient financial stability for local communities. “We need a different approach to address the constant funding disparities in our communities and help residents see the direct impacts of their hard-earned tax dollars,” she said.
She added that the plan responds to long-standing concerns raised by lawmakers who have resisted directing additional state resources to Southeastern Pennsylvania. By allowing regions to self-fund, Shusterman said the approach would “honor those goals” while giving residents clearer accountability over how tax dollars are spent.
The legislation is expected to be introduced in the coming weeks.
