Roads, Water Lines Get Boost as $1.4M in State Grants Head to Chester County

HARRISBURG, PA — More than $1.4 million in state funding is headed to communities in Chester County to support road repairs, water infrastructure upgrades, and sewer system improvements, State Rep. Christina Sappey announced this week.

Sappey, a Democrat who represents parts of southern Chester County, said the funding will back several local projects aimed at improving public safety, accessibility, and essential services.

“I’m very pleased that these tax dollars are coming back to our community,” Sappey said. “Investing in core infrastructure is essential not only for providing consistent, high-quality services to residents but also for supporting our overall quality of life.”

According to Sappey’s office, Avondale Borough will receive $700,000 from Pennsylvania’s Multimodal Transportation Fund. The money will be used to resurface deteriorating roadways, build new sidewalks, and install Americans with Disabilities Act-compliant curb ramps on multiple streets throughout the borough.

Avondale Borough is also slated to receive an additional $415,252 from the state Small Water and Sewer Grant Program to replace aging water pipes considered critical to maintaining reliable service.

Kennett Square Borough will receive $300,000 through the same water and sewer program to install an automated monitoring system at its sewer plant facilities. Officials said the upgrades are intended to help detect operational issues more quickly and improve overall safety.

“This grant funding highlights the importance of state investment in our communities,” Sappey said. “Delaying these investments only drives up costs, which affects all of us. Safe drinking water, reliable roads, and secure communities depend on this type of support.”

The funding is part of broader statewide infrastructure programs designed to help municipalities address long-deferred transportation and utility needs.
