HARRISBURG, PA — State Rep. Joe Ciresi, D-Montgomery, and Sen. Carolyn Comitta, D-Chester, have introduced companion legislation aimed at strengthening Pennsylvania’s tourism industry by increasing funding for the state’s Tourism Promotion Fund. The measures, H.B. 1852 and S.B. 994, seek to market Pennsylvania as a premier travel destination and support the historical, cultural, and artistic attractions that draw millions of visitors each year.
Under the proposal, revenue from the state Hotel Occupancy Tax collected by booking agents for unlicensed accommodations, such as Airbnbs and other homestays, would be redirected from the General Fund to the Tourism Promotion Fund. The Department of Community and Economic Development would use the funds to promote Pennsylvania to out-of-state travelers, while the Pennsylvania Historical and Museum Commission and the Pennsylvania Council on the Arts would receive allocations to enhance grant programs supporting local attractions.
Ciresi called the legislation a strategic investment in one of the state’s most significant economic engines. “Investing in our tourism industry is a win-win for Pennsylvania,” he said. “Tourism drives economies both big and small, creating family-supporting jobs and fueling festivals, performances, cultural events, and historic sites across the commonwealth.”
Pennsylvania’s tourism sector continues to deliver substantial returns. A report from the Pennsylvania Tourism Office shows that in 2022, the state welcomed 192.4 million visitors, generating $76.7 billion in economic impact, supporting nearly 487,000 jobs, and contributing $4.7 billion in state and local taxes.
Comitta highlighted the broader benefits of the proposal, emphasizing its role in strengthening local communities and showcasing Pennsylvania’s diverse offerings. “Increasing Pennsylvania’s tourism outreach is about more than just attracting visitors — it will help uplift our local economy, support small businesses, and highlight the unique character of communities across the commonwealth,” she said.
With Pennsylvania preparing to play a central role in the America250 celebrations, the legislation aims to position the state as a leading destination while leveraging the economic opportunities presented by a surge in national attention.
