HARRISBURG, PA — A bipartisan effort to combat theft of Supplemental Nutrition Assistance Program (SNAP) benefits achieved a key milestone on June 9, 2025, as House Bill 1429 passed the Pennsylvania House of Representatives with overwhelming support. Sponsored by state Reps. Dan Williams, D-Chester, and Doyle Heffley, R-Carbon, the bill aims to enhance security for electronic benefits transfer (EBT) cards by transitioning to chip-enabled technology.
The measure addresses the rising issue of EBT card fraud via skimming devices that steal card details and PINs at point-of-sale terminals. These schemes allow criminals to clone cards and wipe out funds, leaving families without access to essential food assistance.
“I’ve had a growing number of constituents share their stories about theft of their SNAP benefits through skimming schemes,” said Rep. Dan Williams. “Unlike debit and credit cards, EBT cards lack security chips, making them highly vulnerable to fraud. Since October 2022, Pennsylvania has recorded more than 23,000 cases of EBT theft.”
House Bill 1429 directs the Pennsylvania Department of Human Services (DHS) to collaborate with the General Assembly on producing a comprehensive report about implementing chip-enabled EBT cards. This report will outline costs, fraud prevention strategies, and other critical details necessary for a smooth transition. It will be delivered to the chairs of the House Human Services Committee and the Senate Health and Human Services Committee.
“With only two other states transitioning to chip-enabled EBT cards, this bill would make Pennsylvania one of the few states considering a transition, allowing us to take a lead in enhancing security for the people who rely on SNAP benefits,” Williams added.
Support for the legislation underscores a shared recognition of the urgent need to protect vulnerable Pennsylvanians from fraud. The bill now advances to the state Senate for consideration. If enacted, Pennsylvania would strengthen its position as a leader in safeguarding public assistance programs, while offering greater financial security for families across the Commonwealth.
