Pennsylvania House Judiciary Committee Advances Gun Safety Bill Package

HARRISBURG, PA — The Pennsylvania House Judiciary Committee has advanced a slate of gun safety bills aimed at curbing gun violence, addressing loopholes, and equipping law enforcement with new tools. The measures now move to the full House of Representatives for consideration.

Committee Chair Rep. Tim Briggs said the package reflects a balanced approach to public safety and constitutional rights. “These bills represent thoughtful, reasonable approaches to reducing illegal trafficking, saving lives, and supporting law enforcement—while fully respecting the rights of responsible gun owners under the Second Amendment,” Briggs said.

The legislative package includes:

  • House Bill 1099 (Reps. Morgan Cephas and Malcolm Kenyatta): Prohibits undetectable firearms, including 3D-printed weapons and guns without serial numbers.
  • House Bill 1593 (Rep. Perry Warren): Requires background checks for all firearm purchases, including long guns.
  • House Bill 1859 (Rep. Jennifer O’Mara): Establishes Extreme Risk Protection Orders, or “Red Flag Laws,” allowing courts to temporarily restrict firearm access for individuals in crisis.
  • House Bill 1866 (Reps. Mandy Steele, Benjamin Sanchez, Johanny Cepeda-Freytiz): Bans devices that convert semi-automatic firearms into machine guns, such as Glock switches.

Briggs urged swift action by the House, emphasizing the public safety stakes. “As legislators, we have a responsibility to act when lives are at stake,” he said. “These bills strike the right balance: keeping communities safe while honoring the constitutional rights of law-abiding citizens.”

If approved by the House, the measures will advance to the state Senate for consideration.
