WASHINGTON, D.C. – Senators Dave McCormick (R-PA) and Ruben Gallego (D-AZ) have introduced the HUD-USDA-VA Interagency Coordination Act, a bipartisan measure designed to address rising housing costs and limited availability by fostering greater collaboration between federal agencies.
The legislation seeks to enhance inter-governmental coordination among the U.S. Department of Housing and Urban Development (HUD), the U.S. Department of Agriculture (USDA), and the U.S. Department of Veterans Affairs (VA) to improve the effectiveness of housing programs. By requiring these agencies to share housing market data and research, policymakers aim to develop evidence-based solutions for the housing crisis that impacts families nationwide.
“Homeownership is out of reach for far too many families in Pennsylvania, including our nation’s veterans,” said Senator McCormick. “We need federal agencies to work together more effectively to increase the limited supply of housing and reduce housing costs.”
Senator Gallego echoed these sentiments, noting the importance of a cohesive federal response to housing challenges. “Addressing the housing affordability crisis in this country requires a whole-of-government response. But right now, the federal agencies that deal with housing aren’t working together as efficiently as they should,” he said. “I’m glad to work across the aisle to introduce this commonsense legislation to ensure veterans and rural communities get the housing support they deserve.”
Housing Affordability at the Forefront
Pennsylvania has faced mounting housing affordability issues, with home prices rising by 77% since 2010. Rent in cities like Philadelphia and Pittsburgh has also surged by more than 20% in recent years. These trends have left many families, especially veterans and those in rural areas, struggling to find affordable housing options.
The proposed legislation mandates the involved agencies to formalize a memorandum of understanding for sharing housing-related research and data to guide policy decisions. Additionally, a report to Congress on opportunities to enhance collaboration will be required, with public comment invited from stakeholders to ensure greater transparency and inclusivity.
A Broader Legislative Effort
The HUD-USDA-VA Interagency Coordination Act builds on existing work by Senator McCormick, who has also supported the Housing Affordability Act introduced by Senator Gallego. That legislation focuses on increasing affordable housing supply by adjusting outdated multifamily loan limits through the Federal Housing Administration.
Looking Ahead
The bipartisan nature of this initiative reflects a shared commitment to solving one of the nation’s most pressing challenges. By advancing collaboration between federal agencies, the HUD-USDA-VA Interagency Coordination Act aims to improve access to affordable housing for communities across the country while ensuring those most in need of assistance, such as veterans, are prioritized.
The emphasis on data sharing and coordinated efforts signals a comprehensive approach to tackling housing-related issues. If enacted, this legislation could serve as a crucial step in creating lasting solutions to make housing more accessible for Americans from all walks of life.
