COCHRANVILLE, PA — A new audit from Pennsylvania Auditor General Timothy L. DeFoor found that the West Fallowfield Township Police Pension Plan in Chester County was properly managed and in full compliance with state laws and regulations during the five-year period ending December 31, 2024.
The compliance audit, conducted under the authority of the state’s Municipal Pension Plan Funding Standard and Recovery Act (Act 205 of 1984), reviewed how township officials administered the plan, used state pension aid, and responded to recommendations from prior audits. The findings showed no significant deficiencies.
According to the report, the township successfully addressed previous audit recommendations, including establishing procurement procedures for professional services, updating the plan’s governing ordinance, and maintaining adequate recordkeeping for the pension plan. The township’s governing document—Ordinance No. 88—was updated in 2020, and new reporting and oversight standards were put in place.
The plan, which operates under the Pennsylvania Municipal Retirement System (PMRS), is a single-employer cash balance plan that provides retirement benefits to township police officers. As of December 31, 2024, the plan included one active member, one vested former member, and one retiree receiving benefits. The township is required to contribute $2,125 per member per quarter.
The audit verified that all state aid and employer contributions between January 1, 2020, and December 31, 2024, were properly calculated, deposited, and administered in accordance with state requirements. No employee contributions were required during the audit period, and all reporting deadlines were met.
“The results of our procedures indicated that, in all significant respects, the West Fallowfield Township Police Pension Plan was administered in compliance with applicable state laws, regulations, contracts, administrative procedures, and local ordinances and policies,” the audit concluded.
The audit report, dated September 25, 2025, is publicly available on the Auditor General’s website at PaAuditor.gov.
