New Senior Living Community Breaks Ground, Adding 162 Homes to West Chester

WEST CHESTER, PA — A major new senior living development is taking shape in West Chester, promising to expand housing and care options for older adults as the region’s population continues to age.

Charter Senior Living announced a partnership with Paradise Management, LLC to develop Charter Senior Living of West Chester, a next-generation community that will include 162 residences spanning independent senior living, assisted living, and memory care.

Construction on the project is already underway. Developers expect leasing to begin in late 2026, with full completion targeted for late 2027.

Plans call for 59 senior living apartments, 71 assisted living residences, and 32 memory care units, positioning the community to serve a wide range of needs as residents age. The development is designed to bring a comprehensive continuum of care to the local market.

Company officials said the West Chester community will feature Charter’s life enrichment programming, enhanced dining options, and a mission-driven model centered on quality of life and personal connection.

“We’re thrilled to partner with the outstanding team at Paradise to bring this exciting new senior living option to West Chester,” said Keven J. Bennema, co-founder and chief executive officer of Charter Senior Living. He said the project reflects a shared commitment to creating communities where residents can remain active and engaged.

Bruce Panczner of Paradise Management said the development aligns with the firm’s focus on building spaces that foster connection and improve daily living. He called the project a collaborative effort aimed at meeting the evolving needs of older adults in the region.

The West Chester development will further expand Charter’s national footprint, which now includes more than 73 senior living communities across the country. It marks the company’s 15th ground-up development, underscoring continued investment in purpose-built senior housing.

Developers said the project is expected to contribute both housing capacity and construction-related economic activity to the area as work progresses over the next two years.
