Local Firm Makes Strategic Move With New Hire Focused on Municipal and Land Use Law

WEST CHESTER, PAUnruh Turner Burke & Frees announced that attorney Robert C. Jefferson IV has joined the firm, adding a seasoned litigator with deep municipal, land use, and zoning experience to its expanding legal team.

Jefferson, a former Chester County Assistant District Attorney, brings a blend of courtroom-tested strategy and practical municipal insight to his new role. His practice will focus on governmental law, land development, and regulatory matters affecting municipalities, developers, and property owners.

During his tenure as an Assistant District Attorney, Jefferson honed his ability to manage complex legal challenges and deliver clear, persuasive arguments — skills he now uses before zoning hearing boards, planning commissions, and municipal authorities. Clients describe him as meticulous in preparation and grounded in a practical understanding of how local governments operate.

Outside the courtroom, Jefferson is widely known for his community involvement. He has mentored students in the West Chester Area School District, served on the Board of Trustees at People’s Light Theatre, and supervised the Certified Legal Internship Program at the Chester County District Attorney’s Office. His volunteer work also includes contributions to the Chester County Fund for Women and Girls and the Crime Victims’ Center of Chester County.

Jefferson has earned recognition from Best Lawyers: Ones to Watch, Super Lawyers Rising Stars, and multiple regional publications. He was appointed to the Pennsylvania Bar Association’s House of Delegates in 2021.

A graduate of the University of Pittsburgh School of Law, he holds a bachelor’s degree in finance, cum laude, from the University of Pittsburgh. He is admitted to practice before the Supreme Court of Pennsylvania and is an active member of both the Chester County and Pennsylvania Bar Associations. He resides in Exton.
