EXTON, PA — Citadel Credit Union has formally introduced its Home Help Program, offering up to $18,000 in down payment and closing cost assistance to eligible homebuyers in majority-Black and Hispanic neighborhoods across Philadelphia County. The initiative is backed by a $6 million loan subsidy fund aimed at expanding access to purchase, refinance, and home improvement loans.
During its soft launch this summer, the program awarded $134,000 in grants, supporting $1.6 million in home financing. Citadel plans to open a Philadelphia branch in early 2026 as part of its broader regional expansion.
The credit union has appointed veteran mortgage professional Evan Richman as Community Lending Officer to lead outreach, working closely with local officials, housing organizations, and nonprofits to promote sustainable homeownership.
The program is open to all qualified borrowers, not just first-time buyers, and can be combined with other grants or financing options. Citadel says the effort is part of its mission to strengthen financial stability and expand homeownership opportunities in underserved communities.
