Balfour Beatty Names Veteran Strategist to Lead U.S. Military Housing Unit

MALVERN, PA — Balfour Beatty Communities has appointed Jennifer J. Hill as president of its Military Housing business, placing a veteran real estate and public-sector strategist at the helm of one of the nation’s largest private military housing portfolios.

Hill assumed the role on January 26, 2026, and will oversee the full scope of the company’s military housing operations, with responsibility for operational performance, resident experience, and partnerships with the Department of War and the Services. She reports to Gavin Russell, chief executive officer of Balfour Beatty Infrastructure Investments.

Hill brings nearly 30 years of experience spanning real estate, operations, and strategic leadership. She spent 28 years at Jones Lang LaSalle, most recently serving as managing director and global head of strategy and mergers and acquisitions execution. Earlier in her career, she was a founding member of JLL’s Public Institutions business and served as a principal advisor to the U.S. Army on Military Housing Privatization Initiative programs and the Office of Energy Initiatives.

Russell said Hill’s appointment reflects the company’s focus on pairing strategic vision with operational discipline as it continues to expand and refine its military housing platform. He said her sector expertise and established relationships position her to build on the existing foundation while maintaining a strong emphasis on residents, partners, and performance.

Hill will work alongside the current Communities leadership team, including Charles “Chuck” Parker, who is transitioning into a new role as executive vice president of military housing development. In that role, Parker will focus on development strategy while continuing to support the company’s mission of delivering high-quality residential communities.
