VALLEY FORGE, PA — PJM Interconnection has announced that its Board of Managers has elected David E. Mills as the new chair, officially assuming the role during the Board’s May 14, 2025, meeting. Mills, an experienced leader in the energy industry, brings decades of expertise to the position during a pivotal time for the country’s largest power grid operator.
Mills joined the PJM Board in 2021 and has since chaired the Competitive Markets Committee and served on the Nominating Committee. Before his tenure with PJM, he was a senior vice president of policy and energy supply and chief strategy officer at Puget Sound Energy, following previous roles at the U.S. Department of Energy’s Bonneville Power Administration. His credentials include a Bachelor of Science in economics from Portland State University and certification from the National Association of Corporate Directors (NACD).
“David is a very capable leader,” said Manu Asthana, President and CEO of PJM. “He understands the tradeoffs required to preserve reliability and affordability, and he has demonstrated his commitment to listening to and working in partnership with our stakeholders. I am confident that the reins of the PJM Board are in able hands.”
A veteran of the U.S. Navy, Mills once served as a helicopter aircrewman and rescue swimmer, further demonstrating the versatility and breadth of his leadership background. His election as chair follows his selection as chair-elect in 2024, a designation made as part of the Board’s succession planning.
Reflecting on his new role, Mills stated, “It is an honor to lead this Board at a time when continuity and stability are critical to our mission of preserving the reliability and affordability of the grid. Our stakeholders have made clear their desire to strengthen communication channels with the Board, which we have already taken steps to accomplish. With Mills at the helm, PJM looks to reinforce its commitment to reliability and resilience while fostering collaboration with its stakeholders to address evolving energy challenges.
