CCIU Leaders Earn Top Honors at Statewide School Business Conference

DOWNINGTOWN, PA — Two Chester County Intermediate Unit leaders were recognized among the best in Pennsylvania, earning top honors at the 71st Pennsylvania Association of School Business Officials annual conference.

Joseph Lubitsky, director of Administrative Services, received the Gary E. Reeser Memorial Award — PASBO’s highest honor — while Wendy Arters, transportation manager, was presented with the David L. Nett Leadership Award during the March 24–27 conference.

The awards highlight excellence in school business and operations, recognizing leaders who demonstrate professionalism, innovation, and a strong commitment to supporting students and school communities across the Commonwealth.

Lubitsky’s recognition reflects years of leadership and contributions to the field, including mentorship and collaboration with colleagues statewide.

“I am sincerely grateful for this recognition,” Lubitsky said. “PASBO has been an important professional community for me and my colleagues. This is truly a reflection of the entire Chester County Intermediate Unit team.”

CCIU Executive Director Dr. George F. Fiore said Lubitsky’s impact extends well beyond the organization.

“This recognition is a testament to Joe’s exceptional leadership, unwavering professionalism, and deep commitment to advancing the field of school business,” Fiore said. “His work has strengthened systems and supported schools across Pennsylvania.”

Arters was honored for her leadership in school transportation, including her role as president of the Delaware Valley Transportation regional chapter during the 2025–26 school year. Her work has helped improve operations and collaboration within the transportation field.

CCIU officials credited both Lubitsky and Arters for their dedication and leadership, as well as the broader PASBO community for supporting professional development and excellence in school operations. Colleagues and partners across the region were also recognized for contributing to a culture of collaboration and service.

With two major awards earned at the statewide conference, CCIU leaders say the recognition reflects the organization’s continued commitment to supporting schools, students, and communities, while building on that success in the years ahead.
