Prestigious National Award Puts Spotlight on Valley Township Police Leadership

VALLEY TOWNSHIP, PA — The Valley Township Police Department has earned one of the highest national distinctions in law enforcement leadership, becoming the latest agency recognized with the FBI-LEEDA Agency Trilogy Award.

The award, formally presented by FBI-Law Enforcement Executive Development Association (FBI-LEEDA) Executive Director Jacques Battiste, honors agencies whose entire command staff has completed the organization’s three signature leadership programs: the Supervisor Leadership Institute, Command Leadership Institute, and Executive Leadership Institute. Only 26 agencies in Pennsylvania — and 79 nationwide in 2025 — have achieved the recognition.

Chief Glenn Eckman and Sergeant Timothy Parker accepted the award during a Valley Town Council meeting, where Battiste praised the department for its commitment to strengthening leadership, fostering accountability, and building deeper trust with residents.

The Trilogy curriculum emphasizes ethical decision-making, emotional intelligence, community engagement, implicit bias training, and leadership approaches designed to support modern policing challenges. FBI-LEEDA, a nonprofit with more than 10,000 members domestically and abroad, delivers more than 450 in-person leadership courses each year taught by veteran law enforcement instructors.

“We believe that effective leadership is the cornerstone of successful policing, and by investing in our team, we directly enhance the professionalism of our agency and the quality of service we provide to our community,” Chief Eckman said.

Battiste commended the department’s accomplishment, noting, “This award is a testament to the leadership of the entire Valley Township Police Department command staff. FBI-LEEDA looks forward to the department’s continued success and the positive impact they will make in their community.”

Since its creation, the Agency Trilogy Award has recognized 231 organizations nationwide for excellence in leadership development. Valley Township now joins that select group, marking a notable achievement for Chester County law enforcement.
