Contractor on the Run? Westtown–East Goshen Police Seek Man in Fraud Case

WEST CHESTER, PA — The Westtown–East Goshen Regional Police Department has issued a felony arrest warrant for a Chester Springs man accused of taking advance payments for services and failing to perform the contracted work, according to a notice released by the department.

Police say the warrant was issued for 59-year-old Brian Jarratt, also known as James Brian Jarratt, in connection with an alleged fraud incident at a property located in the 1300 block of Greenhill Road in West Chester. Investigators allege that Jarratt accepted payment and then failed to complete the agreed-upon work, leading to multiple charges.

Jarratt is described as a white male, 6 feet 1 inch tall, weighing approximately 210 pounds, with blonde hair and blue eyes.

According to court records, the charges include receiving advance payment for services and failing to perform, theft by unlawful taking, and receiving stolen property. The arrest warrant was issued on November 20, 2025, under docket number MJ-15102-CR-0000236-2025 by District Court 15-1-02.
