PHILADELPHIA, PA — BLOCS, one of Pennsylvania’s leading administrators of educational tax credit programs, announced a dramatic expansion of its scholarship reach, doubling support from 17,000 to 33,000 PreK–12 students for the 2025–2026 school year. The organization also reported a surge in donor commitments, securing $206 million—more than twice the prior year’s total of $100 million.
The announcement coincides with National Scholarship Awareness Month and highlights growing statewide interest in the Educational Improvement Tax Credit (EITC), Opportunity Scholarship Tax Credit (OSTC), and Economic Disadvantaged Schools (EDS) programs that BLOCS manages. These programs allow participating businesses and individuals to redirect their Pennsylvania tax liability in exchange for up to a 99 percent state tax credit, channeling substantial private funding directly into educational opportunities.
CEO Rob Delany credited the momentum to increased engagement from donors and schools. He said BLOCS aims to make participation seamless by offering hands-on guidance from enrollment through tax filing, ensuring contributors can easily support the schools and students that matter most to them.
For the new school year, BLOCS reported:
• $206 million in total donor commitments, more than doubling year-over-year.
• Scholarship expansion to 33,000 students, strengthening pathways to higher education and workforce training.
• Partnerships with more than 500 schools, aligning funds with local needs across diverse communities.
• A statewide footprint spanning 65 of Pennsylvania’s 67 counties, reflecting both new and expanded collaborations.
With donor interest rising and tax credit participation expanding, BLOCS says it is positioned to reach even more families in the coming years, providing broader access to financial support at a time when educational costs continue to climb statewide.
