KING OF PRUSSIA, PA — The Association of Title IX Administrators (ATIXA) has introduced ATIXA + VI, a new resource devoted to enhancing Title VI compliance in educational institutions. A centerpiece of this initiative, the ATIXA Title VI Model Policy and Procedure, was developed in collaboration with the National Jewish Advocacy Center (NJAC). This comprehensive resource provides educators with effective tools to address discrimination based on race, color, and national origin.
While Title VI compliance has long been a part of ATIXA’s work, recent developments at the federal level inspired a deeper focus. The model policy stands out for its expanded definitions, which now explicitly include shared ancestry, ethnic characteristics, colorism, caste, Antisemitism, Islamophobia, and other key terms frequently cited in discrimination cases. It also clarifies the distinction between speech that targets groups and speech that constitutes prohibited harassment.
“The ATIXA Title VI Model Policy and Procedure makes important distinctions between speech and conduct,” said Brett A. Sokolow, J.D., Chair of the TNG Board of Directors and ATIXA Advisory Board. “It offers clarity around the difference between speech that targets groups and speech that creates a harassing or discriminatory impact prohibited under Title VI.”
The model policy is available as a standalone resource and will be integrated into ATIXA’s One Policy Two Procedures (1P2P) Model, widely used across education settings. The inclusion of robust guidelines aims to ensure compliance with federal requirements and address concerns about unequal treatment, particularly regarding Antisemitism.
Daniel C. Swinton, J.D., Ed.D., Chief Consulting Officer and Partner at TNG and a lead author of the policy, emphasized its broader impact. “ATIXA’s primary mission is to serve the field and our members in a way that ensures compliance, reflects requirements and expectations of the federal government, aligns with federal court decisions, and incorporates best practices and risk management principles,” Swinton stated.
ATIXA + VI equips education professionals with the knowledge and tools necessary to foster environments free from discrimination. By addressing all forms of discrimination under Title VI, this new model policy sets a higher standard for equity and inclusivity in schools and colleges nationwide.
