Search Underway for Lancaster City Man in Connection with Highland Township Shooting Incident

PARKESBURG, PA — Authorities in Parkesburg Borough have issued a criminal arrest warrant for a Lancaster City man, identified as Biko James, 21, in connection with a shooting incident that occurred in April 2023 in Highland Township. The Parkesburg Borough Police Department is actively seeking information on James’ whereabouts following allegations involving firearms violations.

According to police reports, James is accused of possessing a loaded handgun and discharging the firearm from a roadway within the township. It has been established by investigators that James, who is legally prohibited from owning or possessing a firearm, did not have a valid permit to carry at the time of the alleged incident.

The charges against James include firearms violations and related offenses. The warrant for his arrest was officially issued on March 20, 2024.

James is described as a Black male, standing 5 feet 11 inches tall, weighing approximately 170 pounds, with black hair and brown eyes. The Parkesburg Borough Police Department, under the direction of Detective Kuech, is appealing to the public for any information that may lead to locating James.
