Man Sentenced to 10-20 Years for Shooting at Police

WEST CHESTER, PA — Stephen Buxton, age 36, was sentenced by Judge Alita Rovito to 10-20 years for 12 counts of aggravated assault and two counts of terroristic threats, announced Chester County District Attorney Deb Ryan. The defendant shot multiple times at 12 members of the West Chester Regional Emergency Response Team during a standoff at his East Goshen Township home in Feb. 2021.

“The night of February11, 2021, could have ended tragically. The heroism of police from Westtown-East Goshen Regional Police, Downingtown, Willistown, West Goshen, and other members of the Emergency Response Team prevented this event from being one of the darkest days for Chester County,” said Ryan. “The defendant’s actions that night speak volumes about what little regard he had for human life – that of his family, neighbors, and police. This sentence is justice for law enforcement and the risks they take every day.”

According to information presented in court, on February 11, 2021, Westtown-East Goshen Regional Police went to the 900 block of Cornwallis Dr. in East Goshen Township for the report of threats the defendant made against his mother, sister, father, himself, and any responding police. After hours of utilizing de-escalation techniques and crisis negotiation, the defendant fired 13 shots from a .45 caliber Glock handgun, striking an armored vehicle with Emergency Response Team personnel inside and outside. Twelve law enforcement officers were in the defendant’s line of fire during this incident.

The defendant was injured after police discharged two rounds in response. He was treated at Paoli Memorial Hospital before being taken into custody. An independent investigation of the officer-involved shooting conducted by the Chester County District Attorney’s Office ruled that the shooting was justified.

The Westtown-East Goshen Regional Police Department conducted the investigation which led to the successful prosecution of Buxton. First Assistant DA Mike Barry and DDA Bill Judge were assigned prosecutors by the Chester County District Attorney’s Office.
