PHILADELPHIA, PA — Federal authorities have announced the arrest and indictment of Azzubayr Ibn Abdul Josey, a 23-year-old Philadelphia resident, on multiple charges connected to a series of carjackings and robberies that allegedly took place in late 2024.
According to the indictment, Josey was charged with two counts of carjacking, two counts of carrying, using, and brandishing a firearm during a crime of violence, two counts of Hobbs Act robbery, and one count of possessing a stolen firearm. If convicted, he faces a mandatory minimum of 14 years in prison and a possible maximum of life imprisonment.
The allegations against Josey stem from a series of events beginning on November 9, 2024, when he allegedly carjacked a 2011 Toyota Sienna in Philadelphia at gunpoint. A second carjacking is said to have occurred on November 24, 2024, involving a 2006 Honda Civic, also at gunpoint.
Later that same day, the defendant is alleged to have robbed a Family Dollar store in West Philadelphia. During this incident, he reportedly simulated having a firearm to coerce employees into complying. The next day, on November 25, 2024, authorities claim Josey committed a second robbery, this time targeting a CVS in West Philadelphia under similar circumstances.
A separate charge in the indictment alleges that Josey was found in possession of a stolen firearm on December 11, 2024. Investigators have not disclosed additional details about how the firearm came into his possession.
This case is being prosecuted under the framework of Project Safe Neighborhoods (PSN), a Department of Justice initiative focused on reducing violent crime and enhancing public safety. The program involves collaboration between federal, state, and local law enforcement, alongside community organizations, in an effort to prevent violence and hold offenders accountable.
The investigation was conducted by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and the Philadelphia Police Department. The prosecution is being led by Assistant United States Attorney Robert E. Eckert and Special Assistant United States Attorney David Osborne.
Josey appeared in court earlier today before Magistrate Judge Scott W. Reid for his initial hearing. The allegations against him remain accusations, and he is presumed innocent unless and until proven guilty in court.
