WEST CHESTER, PA — A resident of Downingtown, Pennsylvania, has been sentenced in court to 17-50 years imprisonment for third-degree murder, aggravated assault and endangering the welfare of a child, announced Chester County District Attorney Deb Ryan.
Chester County Court of Common Pleas Judge David Bortner imposed the sentence Wednesday on 45-year-old Jamal Bailey who previously pleaded guilty to killing his 10-month-old daughter by giving her Quetiapine, also known as Seroquel, in her formula bottle for several weeks in 2017.
In connection with his prior guilty plea, the Court was advised that Downingtown Police were called to the defendant’s home on Lancaster Ave. on April 26, 2017, for the report of an unresponsive child. Paramedics pronounced the child dead when they arrived. The cause of death was later determined to be Quetiapine intoxication over a lengthy period of time. Investigators found prescription bottles of Seroquel in the defendant’s house and learned the defendant had been adding it to his daughter’s bottles to make her sleep. The defendant told police that after he nearly killed her on one occasion, he decided to splash water on the baby’s face to revive her instead of contacting anyone for help. He then continued to use Seroquel in her bottle.
“No child deserves the suffering this innocent and defenseless baby endured. The defendant’s actions were inexcusable, unthinkable, and unforgivable,” said Ryan. “Now Jamal Bailey is paying the price with this hefty sentence. Thank you to our law enforcement and prosecutor for their persistence in seeking justice for this child.”
Chester County District Attorney Deb Ryan commended Chester County Detectives and Downingtown Police for the investigation leading to the successful prosecution of Bailey. Deputy District Attorney Emily Provencher prosecuted this case on behalf of the government.
