Delaware County Man Charged With Rape in West Chester

WEST CHESTER, PA — The West Chester Police Department announced that 21-year-old Richard Oastler Mullineaux V from Newtown Square, Pennsylvania has been charged with rape and related offenses.

Authorities state that on October 24, 2021, a female victim reported to West Chester Police that she had been sexually assaulted while inside a residence in the 400 block of South High Street, West Chester, Chester County, Pennsylvania. Through an investigation, the perpetrator was identified as Richard Oastler Mullineaux V. An arrest warrant was obtained on March 9, 2022, and Mullineaux turned himself in to the West Chester Police Department. He was processed, arraigned, and released on bail.

On Tuesday, March 22, 2022, a preliminary hearing was held at Chester County Magisterial District Court 15-1-04 before Judge Marian Vito. The following charges were held for the Common Pleas Court:

  • Rape
  • Involuntary Deviant Sexual Intercourse
  • Sexual Assault
  • False Imprisonment.
