Arrest Made After Mentally Handicapped Individual Found Wandering in Streets under Caregiver’s Watch

WEST CHESTER, PA — A 38-year-old resident of Havertown, Pennsylvania has been arrested after the discovery of a mentally handicapped person in his care was found wandering in the middle of the street.

The criminal complaint alleges that on August 6, 2023, at around 8:03 PM, the Westtown-East Goshen Regional Police Department was dispatched to the 1600 block of Margo Lane in East Goshen Township for a disturbance.  When patrol officers arrived, they observed a mentally handicapped male in the middle of the street.  After returning the male to his residence, officers began to search for the caretaker.  Upon further investigation, they observed a male passed out in the front seat of a vehicle in the driveway and began to actively try to wake this individual up.  Once awake he was uncertain of where he was and officers could detect a strong odor of alcohol.

Subsequently, 38-year-old Bangalee Sarnor of Havertown was taken into custody and charged with one count of Abuse of a Care-Dependent Person.
