Suspect Arrested in Fatal Hit-and-Run

PHILADELPHIA, PA — The Philadelphia Police Department announced that Samuel Starks was arrested yesterday, Thursday, July 22, 2021, and charged in a previous Fatal Hit-and-Run.

Authorities state that on June 6, 2021, at approximately 4:00 AM in the 2700 Block Kensington Ave., Philadelphia the victim, Lauren Panas, a 35-year-old female from the 3000 block of Cedar Street, was attempting to cross Kensington Avenue mid-block when she was struck by a passing auto that did not stop and immediately fled the scene. The victim was pronounced dead at the scene by responding Medics.

Investigators were able to locate evidence identifying and locating the striking vehicle, and ultimately identifying the operator. An Arrest Warrant was obtained and Samuel Starks, a 32-year-old male from the 26xx block of N Howard Street, Philadelphia was charged.

Starks is charged with: Involuntary Manslaughter, Homicide by vehicle, Accident Involving Death, REAP, Tampering with evidence, Obstruction of Justice, Reckless Driving and Driving at unsafe speed.
