Rosemary Restaurant in Ridley Park Opening Soon

RIDLEY PARK, PA — Two veterans of the Philly food scene, Owner Philip Breen and Executive Chef Elijah Milligan, will open Rosemary — an airy, new 118-seat restaurant located at 25 E. Hinckley Avenue in Ridley Park in the heart of Delaware County — in mid-June 2023.

Breen, who opened and managed some of the city’s most high-profile restaurants, including Frankford Hall, The Dandelion, Dock Street Brewery and Condessa, purchased the 2,500 square-foot property in September of 2022 and transformed what had been a former neighborhood pool hall/bar for nearly five decades named The Burgundy Lounge into the newest exciting addition to the Delco dining scene. “Rosemary is a family-owned restaurant that is inspired by my amazing grandmother, Rosemarie, who is a wonderful Italian home cook and the matriarch of my expansive, very close family,” said Breen.

With a background in hospitality, construction and real estate, Breen spearheaded the two-million dollar renovation of the property, which now includes four distinct areas: a 16-seat alfresco front patio; 66-seat main dining room; 12-seat bar, and a 24-seat Greenhouse, an aptly named all-weather indoor/outdoor space filled with beautiful flowers, greenery and hanging plants decorated by Breen’s mother, “which is perfect for a private gathering,” added Breen.

The restaurant will serve locally-sourced, modern American cuisine with global influences. “Our dishes will be approachable and familiar but with a modern twist,” said Executive Chef Elijah Milligan. “We don’t ever want to be pigeon-holed, so the menu will constantly evolve,” noted Milligan, who has experience working on both coasts at revered standouts Le Bec-Fin and Vernick in Philadelphia, as well as Angele in the Napa Valley.

Menu items will include Smoked Lamb Belly, Grilled Octopus, Housemade pastas, a signature Burger, steak and seafood options, as well as raw bar selections that includes Fresh Oysters, Shrimp Cocktail, and a Plateau. Small Plates will range in price from $12-$20, while larger plates and handmade pastas are offered betrween $20-$36 apiece. A broad selection of beer, wine and craft cocktails will be featured in what Breen calls “a very exciting bar that is both cutting-edge and experiential.”

“We’re fully committed to making this business a place where families can come to enjoy great food, hospitality and each other’s company,” said Breen. “Just as my family rediscovered our Delco roots during the pandemic by coming back home to Ridley Park, purchasing a house here and opening a restaurant with family, I hope our neighbors enjoy the fact that there’s an exciting new gem in their backyard that they can enjoy with their family and friends.”
