Philadelphia Police Seek Public’s Assistance in Locating Fatal Hit and Run Suspect

PHILADELPHIA, PA — The Philadelphia Police Department is asking for the public’s help in locating a suspect involved in a fatal hit-and-run.

Authorities stated that Jovan Lowe was operating a stolen vehicle in a reckless manner when he crashed into another car, killing the 78-year-old woman. Lowe is described as a black male with a light complexion, 18 years old, 5’10”, and 145 pounds.
