WILMINGTON, DE — Raymond Talley of Philadelphia has been sentenced to a staggering 13 years in federal prison. His crime? Being caught red-handed with over a pound of crystal methamphetamine, a drug notorious for its destructive impact on communities. The sentencing took place on March 21, 2024, with U.S. District Judge Maryellen Noreika delivering the verdict.

The dramatic capture unfolded back in October 2022 when Talley strutted into a Delaware hotel, not knowing that his illicit cargo of crystal meth was about to land him in hot water. Intent on selling the dangerous substance to another dealer, his plans crumbled as law enforcement officers lay in wait. A brief attempt to escape was futile; Talley was soon in cuffs, and the meth seized.

U.S. Attorney David C. Weiss didn’t mince words regarding the severity of Talley’s actions, pointing out the potential for widespread harm or even death among Delaware residents due to the sheer quantity of meth involved. He pledged continued vigilance and action from his office and law enforcement partners to protect the state from such dangers.

The operation to nab Talley was a testament to teamwork, with HSI Wilmington’s First State Border Enforcement Security Task Force and the Newport Police Department joining forces. Special Agent in Charge William S. Walker underscored the importance of battling meth trafficking and praised the coordinated effort that led to Talley’s downfall.

Assistant U.S. Attorneys Meredith C. Ruggles and Benjamin L. Wallace, who spearheaded the prosecution, along with Homeland Security Investigations, were instrumental in ensuring justice was served.
