Montgomery County HHS Offers Major Grants for Homelessness Reduction

NORRISTOWN, PA — The Montgomery County Department of Health & Human Services (HHS), Office of Housing and Community Development (OHCD) recently announced it has opened applications for community development, housing development, and nonprofits and homeless services projects under the following grant programs for the 2023-24 program year:

  • Community Development Block Grant (CDBG)
  • Emergency Solutions Grant (ESG)
  • Homeless Assistance Program (HAP)
  • HOME Investment Partnerships (HOME)
  • HOME Investment Partnerships – American Rescue Plan Act (HOME-ARP)
  • Affordable Housing Trust Fund (AHTF)
  • HealthChoices Housing Reinvestment Plan (HRP)

“With the rise in homelessness, the shortage of affordable housing and the recent reduction of COVID relief funds, I encourage all eligible nonprofits, municipalities, and developers to learn more about these funding opportunities,” said Kenneth E. Lawrence Jr. Chair of the Montgomery County Board of Commissioners. “These grants will fund critical projects such as emergency shelters, home rehabilitation, economic development and bridge assistance to help those in need have a safe and warm place to call home.”

Applications are now available online and are due by 4:30 p.m. on April 10, 2023.

OHCD will prioritize projects providing the following community services:

  • Community development projects in municipalities not receiving grant funds in Program Year 2022.
  • Projects that increase the availability of affordable housing stock in non-impacted areas of the County.
  • Programs and services targeted to ending and preventing homelessness.

Fair Housing Training
The Fair Housing component of the training will occur online. Fair Housing training is not required for applicants, but is strongly recommended to be considered for funding. Register using the links below:

  • Fair Housing Training for Nonprofits – March 16, 2023, from 10 a.m. to 11:30 a.m. Register here.

Project reviews and application evaluations will occur in April and May 2023. Funding allocations are presented in the Annual Action Plan, which will be submitted to HUD on or before August 11, 2023, following final approval by the County Board of Commissioners.
