FBI Seeks Victims of Alleged Online Child Exploitation Scheme

PHILADELPHIA, PA — The FBI’s Philadelphia Field Office is seeking to identify potential victims of a man who allegedly orchestrated an online child exploitation scheme, targeting minors in several states starting as early as 2014.

John Douglas Burch, a 54-year-old resident of Santa Monica, California, has been charged by federal indictment with traveling to engage in illicit sexual conduct and enticement of a minor to engage in sexually explicit conduct and prostitution. The scheme is believed to have victimized minor females in Pennsylvania, North Carolina, and other locations.

According to the FBI’s investigation, Burch allegedly used social media platforms, often posing as a fitness professional, to target mostly minors and sometimes adult females. He is claimed to have pressured them into participating in his so-called “sex slave training program.” This alleged “training” involved explicit and sexually-charged activities, including the creation and transmission of pornographic images and videos, and the creation of online dating profiles designed to encourage sexual encounters and commercial sex.

Burch is also accused of meeting victims in person after they had been “trained” to his specifications, forcing them to partake in illegal and non-consensual sexual acts. It is believed that Burch may have coerced adult females into “recruiting” minor females via social media.

The FBI has identified multiple social media handles across various platforms that Burch allegedly used, including Snapchat, KIK, Discord, Telegram, Instagram, and Facebook.

Individuals who have had contact with Burch or any of these usernames and wish to report a crime are urged to contact the FBI via email at BurchVictims@fbi.gov or complete an online questionnaire. The FBI is legally mandated to identify victims of federal crimes, who may be eligible for certain services, restitution, and rights under federal and/or state law.

As always, the public is reminded that an indictment, information, or criminal complaint is merely an accusation. All defendants are presumed innocent until proven guilty in a court of law.
