SCRANTON, PA — Tony Oliver, 32, Rosa Duran, 40, and Dewayne Hutton, 23, have been indicted by a federal grand jury on drug trafficking charges, according to an announcement on Tuesday, November 28, 2023. The indictment, returned on October 10, was under seal until the defendants’ arrest.
United States Attorney Gerard M. Karam alleges the trio conspired to distribute fentanyl and heroin from April 2021 to September 2023, in Monroe County, Pennsylvania, and other locations. Oliver is specifically charged with conspiring to distribute over 400 grams of fentanyl, equivalent to roughly 16,000 potentially lethal doses. The indictment further alleges that the defendants distributed and possessed fentanyl with intent to distribute on three occasions in 2023.
The investigation involved multiple agencies, including Homeland Security Investigations, the United States Postal Inspection Service, the Pennsylvania State Police, and the New Jersey Office of the Attorney General. Assistant U.S. Attorneys Phillip J. Caraballo and Luisa H. Berti are prosecuting.
This case is part of a district-wide initiative to combat the nationwide heroin epidemic. It is also part of Project Safe Neighborhoods, a program aimed at reducing violent crime and gun violence, and fostering safer communities.
Under federal law, Oliver faces a minimum of 10 years to life imprisonment if found guilty of the most serious charges. Duran and Hutton face up to 20 years of imprisonment for their most serious alleged offenses.
