CHESTER, PA — Senator John I. Kane (Delaware/Chester) recently announced a total of $7,368,207 in State funding will be awarded for various projects in the 9th Senatorial District of Delaware and Chester Counties. These funds will be used to support community development, infrastructure improvements, and more.
“These projects will address critical infrastructure and community needs and help to improve the quality of life for residents of the 9th District,” said Senator Kane. “I’m thrilled to see these projects move forward and bring positive change to our communities. My office will continue to work hard to secure funding for important projects like these.”
This grant funding comes from the Local Share Account (LSA) and Multimodal Transportation programs, which were recently approved by the Commonwealth Financing Authority (CFA) and the Department of Community and Economic Development (DCED).
The LSA program provides funds for economic development projects and is funded through a percentage of the state’s gaming revenue. Similarly, the Multimodal Transportation program is designed to improve transportation infrastructure and connections in the state.
Local Share Account Awardees:
Delaware County:
- Chester Economic Development Authority – $800,000 for the West 2nd Street Revitalization Project: CEDA and the City of Chester requested funds to revitalize a section of West 2nd Street between Engle and Norris Streets. The project includes improvements such as concrete medians, pedestrian walkways, and an ADA-compliant pedestrian multi-use trail.
- Delaware County Industrial Development Authority – $800,000 for the Wesley Family Homeless Shelter Restoration Project: DCIDA requested funds to restore the Wesley House Homeless Shelter, a 68-bed emergency shelter in Chester City that provides basic needs for families and single women.
- Delaware County Industrial Development Authority – $500,000 for the Family Management Center Shelter Restoration Project. DCIDA requested funds to renovate the Family Management Center, an 11-unit facility in Chester City that provides temporary housing and support services to residents in Delaware County.
- Nether Providence Township – $489,100 for Civic Access, ADA Improvements for Public Meetings: Nether Providence Township requested funds to provide accessibility updates to the township building, including the installation of an elevator/automatic door opener and renovations to the walls, windows, and roof of the building entrance.
- Delaware County Redevelopment Authority – $450,000 for Outdoor Recreation at ACCESS Chester City: DCRA requested funds, on behalf of ACCESS, to develop a community center located in the City of Chester, including the complete buildout of a 3,500 square-foot playground and splash park, stormwater system, exterior sidewalks, and complete fencing of the property.
- Chester Township – $288,075 for Chester Township Police Facilities & Equipment Upgrades. Chester Township requested funds for facility upgrades to the Police Department, including upgrades to the building parking lot and sidewalks, interior furnishings, evidence room, restroom, and roof.
- Upper Chichester Township – $285,000 for its Streetsweeper project. Upper Chichester Township requested funds to purchase a street sweeper for use in the township, including cleaning up litter and maintaining BID areas.
- Delaware County – $250,000 for Mineral Hill Park: Delaware County requested funds for improvements to Mineral Hill Park, including the installation of two new walking trails, a pedestrian bridge, a picnic pavilion, composting restroom, a dog waste station, benches, and stormwater controls.
- Edgmont Township – $250,000 for the Edgmont Township Public Works and Salt Shed Expansion Project: Edgmont Township requested funds for the construction of a new salt shed and renovations to a barn for the public works department, including the creation of a designated office space and facilities for the storage of vehicles and/or bulk materials including salt.
- Aston Township – $200,000– for the Red Hill Road Acquisition: Aston Township requested LSA funds for the purchase of a 43-acre parcel in Aston Township, Delaware County. The proposed project will purchase a 43-acre parcel of land comprised of an open meadow, forest, and steep slopes to be preserved as a passive township park. LSA funds will be used for acquisition costs.
- Delaware County – $115,000 for the Chester Creek Trail Phase 4 Feasibility Study in Chester Township. Delaware County requested LSA funds to perform Phase IV of the Chester Creek Trail feasibility study throughout Delaware County. This study will identify the best alignment to protect trail users and develop cost estimates for the segment’s future construction. LSA funds will be used to hire a consultant to perform the feasibility study.
- Chester Heights Borough – $43,187 for the Chester Heights Community Park Walking Trail Project. Chester Heights Borough requested LSA funds for the installation of a walking trail in the Chester Heights Borough Park located in Chester Heights Borough, Delaware County. The proposed project includes the installation of a stone trail through the wooded area of the park that surrounds the soccer field and playground. The trail will use approximately 140 ton of stone and be five feet wide. It will also include two pedestrian bridges in order to cross the small creek. LSA funds will be used for construction and engineering costs.
Chester County
- Kennett Square Borough – $799,391 for Kennett Library Improvements: Kennett Square Borough requested funds for building improvements at Kennett Library, including the installation of a security system, telecom and AV equipment, and double-faced bookshelves.
- Pocopson Township – $500,000 for West Creek Road Repair and Reconstruction: Pocopson Township requested funds to rehabilitate and stabilize a road located in Pocopson Township, including repairs to the roadway and the installation of a new block wall for slope stabilization.
- Westtown Township – $210,000 for Oakbourne Park Trail System Improvements: Westtown Township requested fund to renovate a portion of the walking trail within Oakbourne Park. The Township will improve the trail within the section of Oakbourne bounded by S. Concord Road to the east, Oakbourne Road to the north, and East Pleasant Grove Road to the South. Funds will be used for construction, engineering, and infrastructure costs.
- London Grove Township – $138,454 for Woodview Road Bridge Replacement. The project will purchase the prefabricated bridge necessary to replace the existing bridge and will be replaced with municipal labor. LSA funds will be used for materials and engineering costs.
