PENNSYLVANIA — Governor Josh Shapiro of Pennsylvania signed House Bill (HB) 1556 and HB 1461 into law on Thursday, marking significant legislative changes for state-related universities and the Right-to-Know Law.
The newly enacted HB 1556 amends the act known as the Right-to-Know Law, initially passed on February 14, 2008. This amendment further provides for reporting and contents of the report, with additional provisions for copies and posting. The bill also introduces new regulations for contracts. The legislation was last acted upon on November 16, 2023, when it was officially recognized as Act No. 29 of 2023.
HB 1461, also signed into law by Governor Shapiro, provides funding for state-related universities for the fiscal year running from July 1, 2023, to June 30, 2024. This legislation outlines costs basis, frequency of payments, and record-keeping requirements. It imposes a duty on the Auditor General while providing for financial statements, the Agricultural College Land Scrip Fund, and restrictions.
The passage of HB 1461 is particularly noteworthy as it grants over $600 million in funding to four state-related institutions. This funding includes a 7% increase in state funding for Temple, Pitt, and Penn State, and a 25% increase for other institutions. Temple University will receive $158.2 million through this bill.
