CHESTER COUNTY, PA — The Pennsylvania Department of Environmental Protection (DEP) announced it will receive public comments and host a virtual public hearing regarding major permit amendment requests from Sunoco Pipeline LP (SPLP) for work near Marsh Creek Lake, Upper Uwchlan Township, Chester County.
SPLP submitted major amendment applications for both its Ch. 102 (Erosion and Sediment Control) and Ch. 105 (Water Obstructions and Encroachments) permits requesting to amend or change the route and installation method of the Mariner East 2 pipeline at the location known as HDD 290 near Marsh Creek State Park. This is the same location as SPLP’s August 10, 2020 release of approximately 8,000 gallons of drilling fluid that impacted a wetland, two tributaries, and Marsh Creek Lake, as well as several subsidence events. Per its regulatory duty, DEP must conduct a technical review of the amendments, receive comments, and make a determination on the amendments.
The public is invited to participate in this process through a public comment period and a virtual public hearing. The virtual public hearing will be held on Wednesday, June 16, 2021 beginning at 6:00 PM. Individuals wishing to provide testimony must contact John Repetz, DEP community relations coordinator, at [email protected] or 717-705-4904 to register at least 24 hours prior to the hearing. Additional information will be provided to testifiers upon registration. Those wishing only to listen may access the hearing by following the instructions provided on the Virtual Public Hearings web page found on www.dep.pa.gov. The hearing will be accessible by both internet and phone to ensure all stakeholders have access.
DEP is also accepting written public comments on these amendments, which may be submitted to [email protected] or mailed to the Southeast Regional Office, Waterways and Wetlands Program, 2 E. Main St. Norristown, PA 19401 between May 8, 2021 and June 23, 2021. To assist with mail routing, it is requested that mailed comments contain the following on the envelope: “Comments on Amendment Applications for Mariner East 2 Pipeline, Chester County.” All comments, whether received in writing or spoken at the hearing, carry equal weight and consideration before DEP.
