WEST CHESTER, PA — Haven Behavioral Healthcare has announced the development of its newest behavioral health hospital in West Chester, PA. Haven Behavioral Hospital of West Chester will be located across from the campus of Penn Medicine Chester County Hospital (CCH) and is expected to open in the first quarter of 2024.
“This new 72-bed state-of-the-art hospital will offer the full continuum of inpatient and outpatient services for adults in order to meet the community’s need for behavioral health treatment,” said Brian Bair, COO at Haven Behavioral Healthcare. “Our commitment to the community is to provide those we serve with compassionate, quality care with the goal of optimizing their wellness in a beautiful setting close to home.”
Since patients with behavioral health needs often present in emergency rooms, both Haven and CCH’s leaders are delighted the new facility will fill a crucial need not only in the local Chester County community but throughout the region.
“The need for behavioral health services has been tremendous,” said Chester County Hospital President and CEO Michael J. Duncan. “Now, behavioral health patients living in our community will have direct access to a walk-in clinic and the most appropriate inpatient care 24/7. Should patients need care for medical issues, they can be conveniently transferred to Chester County Hospital.”
The facility will open in a building located at 400 East Marshall Street in West Chester, which is owned by Turks Head Health Services (THHS) in partnership with local real estate developer John Ciccarone. THHS is a for-profit subsidiary of the Chester County Hospital and Health System.

With over 35 years of experience as a Senior Executive Healthcare Leader in both Regional and National healthcare corporations, Jeff brings a wealth of knowledge to the organization. He joined Haven in 2021 after serving as the Vice President of Academic Affairs for Tower Health in Reading. Prior to that, he held the position of CEO at Brandywine Hospital. Most recently, Jeff served as the Chief Executive Officer of Haven Behavioral Hospital of Eastern PA, located in Reading. Jeff will bring his expertise in implementing value-based goals and objectives to address the community’s needs while delivering the highest standards of quality, innovation, and patient experience.
